Vermont Becomes Latest State to Propose Wealth Taxes

Lawmakers in Vermont are introducing legislation this week that would impose new taxes on the state’s wealthiest residents, joining a growing national campaign being pushed by Democrats who believe that the measures will gain traction as states reckon with post-pandemic budget squeezes. One proposal in Vermont would tax people with more than $10 million in net worth on their capital gains, even if the gains have not yet been realized. Another would add a 3 percent marginal tax on individual incomes exceeding $500,000 a year — a measure that supporters contend could pump $98 million, or almost 5 percent of the annual budget, into the state’s coffers. To underscore the bills’ importance to the Democratic leaders who control the legislature, both are being sponsored by State Representative Emilie Kornheiser of Brattleboro, who chairs the Ways and Means Committee. “We want to make sure that all Vermonters are paying their fair share.”

At Burlington Bagel Bakery, a sign in the window advertises wages starting at $25 an hour. Cabot Creamery is bringing workers from out of state to package its signature blocks of Cheddar cheese. More than a fifth of Vermonters are 65 or older, and more than 35 percent are over 54, the age at which Americans typically begin to exit the work force. Vermont offers an early look at where the rest of the country could be headed. The baby boom population is aging out of the work force, and subsequent generations aren’t large enough to fully replace it.

Building backyard tiny homes can be expensive. There are three states that will help with the cost, by providing homeowners with grant money. These backyard homes, called accessory dwelling units, or ADUs, are small housing units that homeowners can build on their property. In California, where most backyard homes are being built, ADU building permits cost anywhere from $450 to $15,000 — even before construction starts, according to Backyard Unlimited, a company that builds ADUs. Insider reached out to all 50 states to learn which pay homeowners to build ADUs.

As the water recedes, officials said the storm shows an ongoing need to adapt to the climate crisis. It was the highest level in nearly a century, when the river reached 27 feet during the Great Vermont Flood of 1927, according to local officials . Vermont Agency of Agriculture, Food and Markets via APEven as water levels recede, more rain is expected on Thursday and Friday. Some residents said the flooding was worse than Tropical Storm Irene in 2011, which at the time seemed like an anomaly in the state. About 18% of properties in Vermont are at significant risk of flooding over the next 30 years, predicts First Street Foundation .

Catastrophic flooding, spawned by epic rainfall, damaged or destroyed countless homes in Vermont this past week. The worst-hit areas include Barre, Ludlow, Londonderry, Andover and the state capital, Montpelier. The state's governor estimated Wednesday that thousands of lives have been upended. LINCOLN, Vt. — The capital of Vermont — the state that often tops those “best states to move to avoid climate change” lists — was, until Tuesday afternoon, mostly underwater. Swollen by record-breaking rainfall, the Winooski River claimed nearly the entire downtown area of Montpelier late Monday. Swift-water rescue teams helped people escape from the upper floors of apartments not far from the gold-domed State Capitol. The receding water sloshing in our streets was ferried by storm tracks from fast-warming seas 1,000 miles south. The storm dumped four to nine inches of rain on towns up and down the Green Mountain State, where the ground was already saturated.

As floodwaters began to ebb on Tuesday, and Vermonters reckoned with the devastation of a record-breaking storm, shock mixed with a growing sense of dread at the long recovery ahead — and with a lingering uneasiness that more losses might yet be uncovered. As residents began to sift through ruined businesses, and hundreds of people sought temporary housing away from flooded homes, calls for search and rescue missions continued up and down the state, fueling an anxious, unsettled mood. “It was an apocalyptic feeling,” said Dylan Woodrow, 29, of Montpelier, who paddled his kayak through more than three feet of water there on Tuesday, asking people stranded in second-floor apartments if they needed help.

Sanders wrote that "it got weirder" a few days later when he started seeing memes of himself across the globe. In more than 50 years of public life, Sanders wrote that he "never received so much attention." The ever-rumpled Sanders wrote that Vermonters are "a practical and functional people" who try to stay warm. The "warm Vermont coat" that he wore to President Joe Biden's inauguration, he wrote, was the only coat he had in Washington. Sanders wrote that the photo created "a lot of smiles," but also allowed him to raise funds for organizations serving low-income Vermonters.
Democrat Becca Balint is the winner of Vermont’s at-large Congressional District race, NBC News projected. She is the first woman and the first LGBTQ person elected to Congress from the state. She added, "Tonight, after 231 years, Vermonters are sending a woman and openly gay person to Congress for the first time." Her victory ended Vermont's status as the only state never to have sent a woman to Congress. In 2020, she became the first woman and the first openly LGBTQ person to be president of the Vermont Senate.
